Your expressed concern about the retroactivity of the promotion
being. corrected when an employee appeal the date with regard to the PSI:
caused me to double check with Pete on my advice. He agrees that it
is sound. Thinking even further, I recalled that the OPM 20-60-4
says that all promotions are to be in OF at the scheduled date, including
those being deferred for WGI. Assuming that that's happening, then
the issue of rmtmamt? retroactivity is of even lesser concern because
the promotion would have been stamped in at the right time to allow
you to handle it routinely. If offices are not submitting the ones
that are being r affux deferred at the same time as the others, then you
have a different uroblem.
