directly to the bakeries, both the mechanized and the
traditional, and with the people's committees supervising
C the whole exercise. the important thing is that we know
about the problems relating to energy and its generation,
and those relating to Legal and administrative efficiency.
Problems relating to pricing have been tackled by allowing
reasonable profit margins over cost price. The question of
'lisributing flour to those who deserve it has been settled
t-% on the basis of direct distribution. We hope that this,
?ft itong with public supervision and discipline, will provide
,. the means to overcome this problem. Concerning the (?faulty
~-' operation) of flour mitts, which caused stoppages at a Large
number of the capital's bakeries, measures have been taken
to deal with this problem. Measures have also been taken to
distribute quantities of corn.
Unfortunately the corn and bread problems worsened other
problems, such as (?thirst), white the elecricity cuts made
life for our people very difficult. What aggrevated the
vatter acutely was the problem of rain. In less than a
week, starting from 30 July, 279.5. of rain was registered
in the capital. The usual average rainfall in the capital
Jill amounts to 160mm per year. Therefore, after the 4 August
rain we called an emergency meeting of the Council of
C 4111nisters. At this meeting, held on Friday, 5 August, we
reviewed the problems and dangers citizens might face due to
this major catastrophe, and we set up a higher ministerial
L) committee, composed of Council of ministers officials, to
mobilize internal resources and capabilities, and [words
indistinct]. Its task was to take all measures pertaining
~- to the orovision of shelter, food, and medicine for those
affected by the rain and floods; the mobilization of
official capabalities; the conscription of popular efforts
C to collect cash and other donations; the setting up of
ptlt popular committees to supervize the distribution of relief
material; the provision of machinery and vehicles needed for
the-relief campaign; and contacting sisterly and friendly
countries and international organizations to seek aid.

A myth that was circulated recently was that rainfalts
are ptentiful, but not in the correct areas: I have asked
the brothers in the weather forecast services to submit a
study and an analysis. They have presented a study with
figures concerning rainfalls in agricultural production
~-' areas. Their conclusion is: None of the agricultural
##~# production areas have been affected by disruption in
C rainfalls, a matter that guarantees continuation of
planting. Rainfalls began on time and they did not fail in

There have been security developments in Darfur. One new
development is the illegal entry of 2,000 forces of Ibn Omar
L (Acheikh ibn Omar, a Chadian faction leader formerly
$Ii1 supported by Libya -- F3IS). Instructions issued to them
are that they are faced with precise options: If they want
to stay in Sudan they must surrender their weapons to the
iudanese armed forces, and they stay as refugees until we
took into a mediation between them and the Chad regime to
`- remedy the problems between them. If they want to go to
Chad, they go there with an agreement that must be
formulated and defined with the regime existing in Chad.
C The Sudanese armed forces are dealing with the situation.
We do not want armed forces on our territory. They either
C stay in Sudan as refugees, or they go to Chad in a way to be
agreed with the Chadian authorities. Their Leader, Ibn
fill Dear, wanted to join them, but Sudan refused his entry. We

There is also the issue of developments concerning a ()
peaceful settlement. Several contacts have been made on
