((Text)) Madrid, 4 Mar (PL) -- President Felipe Gonzalez
returned today to this capital from Uruguay and for the first time
announced to Spaniards that he will ask for a "yes" to keep Spain
in NATO.
Gonzalez arrived in Madrid shortly after noon after having
attended the inaugural ceremony of President Julio Maria
Sanguinetti in Motevideo. Before arriving in Madrid, he held a
news conference in Santa Crux de Tenerife (Canary Islands),
where his plane made a technical stopover.
Questioned on the referendum for the Spanish people to decide
the nation's future commitment to NATO, he announced that he will
publicly campaign in defense of the position he presented to the
courts in October. That position contained 10 points for
Spain's military defense.
Then, the chief of the Spanish Government announced that Spain
should continue to participate in NATO'S Political Committee,
but without integrating into its military structure. Those and
others such as a reduction in the U.B. military presence in Spain
were popularly described as the "decalogue."
This is the government's stand and it means that I will ask for
an affirmative vote to keep our country in the alliance, Gonzalez
said.
Oonzalex also painted out that there is no reason to think that
the parliamentary elections, scheduled to be held within a year and
a half, should be advanced. He said the government could advance
the elections for two reason: If it considers the need to increase
its representation or if its parliamentary group breaks up.

The chief of state's explanation uas said to be directed at
some opposition sectors who recently began pre-electoral activities.
In factp the rightist "Popular Alliance" has begun raising
funds for an imminent campaign.
Such an attitude by the opposition, or some sectors therein,
gained momentum after parliament approved the report clearing
Felipe Gonzalez submitted by the committee investigating the
"Flick case," and the announcement that the investigating group
would continue working on the financing of the other political
parties.
These sectors believe that the outcome of the Flick case has
strengthened the position of president ((title as received))
Gonzalez and the Spanish Socialist Workers Party, and in turn
weakened the opposition sectors.
According to Gonzalez, there are many important problems pending
solution in Spain without already thinking about pre-electoral
campaigns.
In another part of his news conference with reporters, he
expressed satisfaction for what he described as an "important
qualitative advance" in Spain's position in the international order.
Madrid, he said, has become one of the capitals with a greater
affluence of political leaders from all nations, including the
big powers.
Later in his news conference, Gonzalez explained a concept he
voiced in Montevideo that former-government chief Adolfo Ruarez
could be his successor. It is not up to at to make the decision on
my successors that must be decided by the voters, Gonzalez
affirmed.
He noted that h4s statement in Montevideo was aimed at

protraying the image that both could hold together a good relation
with Spanish citizens residing in Uruguay.
Suarez preceded as, he pointed out, and there is a possibility
that he could succeed ate. He has youths energy, and enough
aspirations to succeed me some day.
