MEMORANDUM FOR ASSISTANT SECRETARY OF DEFENSE (C3I)
SUBJECT: Review of Defense Agencies Manpower
ER 89-0611/3
This is in response to your March 8 memorandum on the same
subject.
I recognize your concerns on the potential adverse impacts
of any manpower reductions to the National Security Agency and
the Defense Intelligence Agency. We share those concerns on all
of the Defense Agencies and DOD Field Activities. The review of
total Defense Agency manpower that we are currently sponsoring is
an attempt to ascertain exactly where the Department stands on
missions and resources for all of these essential organizations.
I appreciate your assurance that you will complete the
manpower review that I had requested for all of the Agency and
Activity organizations. I want to defer exempting any
organizations from possible reductions until we have had the
chance to review all reports. As I assured Judge Webster last
Friday, I will continue to ensure that all manpower adjustments
to the National Security Agency or the Defense Intelligence
Agency are coordinated with your office and with the Director of
Central Intelligence prior to implementation.
