1. The DCI interposes no objection to Army's converting Military
Intelligence Officer authorized billets to civilian billets.
2. DIA has been converting military to civilian billets for some time.
The current legislative mark, however, treated these conversions as additional
civilian spaces. During the preliminary mark, not yet final, the conversions,
as well as requested additional civilian billets, were reduced by 50 percent.
I do not mean to imply that the cuts will stand or that the committees will
treat DoD FCI in the same manner. However, I do want to make you aware of the
current Congressional climate regarding civilian authorizations.
