Report on Coordination of Drug Intelligence Activities
Intelligence Authorization Act for FY 1990
(H-101-215, Part 1)
1. The HPSCI markup of the FY 1990-1991 NFIP Budget includes a
requirement for a Presidential Report describing how intelligence activities
relating to narcotics trafficking can be integrated across all facets of the
intelligence cycle. Emphasis is placed on the dissemination of intelligence
information to officials responsible for narcotics policy and enforcement (see
attached, extracted from the HPSCI markup).
2. To this end, I request that the Counternarcotics Center begin work
that will lead to the requested report being signed by the President and
transmitted to Congress by 1 April 1990.

Sac. 704. Not later than April 1, 1990, the President
shall submit to Congress a report describing how intelli-
gence activities relating to narcotics trafficking can be in-
tegrated, including coordinating the collection and analysis
of intelligence information, ensuring the dissemination of
relevant intelligence information to officials with responsi-
bility for narcotics policy and to agencies of the U.S. Gov-
ernment responsible for interdiction, eradication, law en-
forcement, and other counternarcotics activities, and co-
ordinating and controlling all counternarcotics intelligence
activities.
