Under the auspices of the National Security Council, the Policy Coordinating Committee for Intelligence (PCC-I) will hold its first meeting in late June or early July to review and approve the FY 1990 NITs. Formal promulgation of this document will follow immediately. Nevertheless, appropriate Community production elements have been provided copies of the final draft FY 1990 NITs to facilitate their production planning. 3. A draft of the FY 1989 NIT Gaps Report has been prepared and will be forwarded to the Collection Committees and to Community production managers for their review and comment in early June. With the help of a part?time programmer from DIA, the Staff also has made considerable progress in automating its Production Enhancement Initiative (PEI) files and its NITs and NIT Gaps and NIT Production files. These files will have appropriate linkages with each other and, after the files become operational, they will be made available to IPC member organizations. Production Enhancement Initiatives (PEIs) 8. I spent a few days attending a conference to assess which was developed in response to NSDD 320. This project rece considerable funding from the PEI budget for FY 1989. The conference was well attended by senior government officials, and representatives from the private and academic sectors. Most came away with the impression that this project would greatly assist the US Government in its efforts to stem the flow of critical technology through export controls; however, follow?up funding to develop a fully operational capability is a serious problem. 9. Additionally, competition for funding new PEI proposals will be very tight again in FY 1990. Early responses to the call for new initiatives for the FY 1990 PEI cycle have been strong. The Staff has already received 24 proposals involving approximately for FY 1990, and these proposals represent only a small portion of the production community. Consumer Survey Follow?on Actions 10. In addition to the briefing on the survey results that we gave to DIA's Directorate for JCS Support, we again convened the Consumer Survey Action Group to continue examining issues and recommendations arising from the 1988 Consumer Survey. Major projects and actions include: developing an orientation briefing for senior policymakers, determining the focus and content of the next survey, and considering an oral survey of senior officials in the 1988 project who made policy decisions without the benefit of an Intelligence input. The orientation briefing group is preparing a briefin concept paper for IPC approval. The group meets again in mid?June. Weapons Intelligence Initiatives 11. Members of the Council have begun to respond to our request for initiatives and suggestions for obtaining new data on weapons intelligence and for managing the data already on hand. These responses, when complete, will be forwarded to the IC Staff's Weapons Intelligence Working Group for Inclusion in their report identifying potential initiatives for NFIP funding. Those proposals that fit the requirements for PEIs may be given consideration in the FY 1990 PEI cycle. ?3? During the month, the IPC Staff WAS invited to attend a meeting in the White House Situation Room to discuss the development of a crisis management handbook to help watch standers throughout the Executive Department handle contingencies. Materials produced by the Staff--A Consumer's Guide to Intelligence, An Executive's Guide to Intelligence, the Compendium of Interagency Coordinating Mechanisms--were cited as examples of the kinds of information that should .be contained in the handbook. The NIO/Warning has been charged with the responsibility of developing the crisis management handbook; however, various Community elements, including the IPC Staff and the DCI Collection Committees, will provide him with the appropriate data to be incorporated into the document. Open Source Intelligence Exploitation (OSIX) Proposals 14. We have met with representatives of the Information Handling Committee, which has been encouraging the Intelligence Community to investigate the feasibility and need for greater efforts in exploiting open sources of intelligence information. As a result, we are preparing to survey the IPC member organizations to solicit their views on the status of existing open source data bases and on future needs for processing and sharing open source data. If our members tell us that greater efforts are needed, we will work with the Information Handling Committee to help make that happen. 25X1 Identification of Key Policymakers 15. We have asked members of the NITs Working Group to identify the key policymakers in their organizations by name, title, address, and telephone number. The IPC Staff will use this information to establish and maintain for the Intelligence Community a centralized listing of key policymakers at and above the Deputy Assistant Secretary level. Such a listing will help ensure that these individuals are receiving the intelligence products and support that are crucial to the performance of their duties. ?4? With the concurrence of our new chairman, Stan Moskowitz, we have begun planning a two-day off-site conference?scheduled for 20-21 July--for Council members and/or alternates and the IPC Staff. The purpose of this conference will be to focus on the major issues facing the production community, identify any new areas requiring our attention, and establish future goals and Objectives that will further enhance our effectiveness in fulfilling the broad Community mandate Of the IPC.
