As I under- stand it, the essential features would be folding the DDI and the NIO's together to form a national production mechanism; this would leave a CIA con- sisting of the Operations, S&T and Administration Directorates. There are a few pluses in such an arrangement. One is that it rhymes well with what apparently is going to be a finding and recommendation of the Senate Select Committee. The arrangement provides the DCI with production assets in depth; it would also prove likely to result in some early attention to production needs for additional resources and capacity. I believe this resource relief can also be pro- vided to the DDI by enlightened Agency leadership too, and by itself, this point does not necessarily argue for direct subordination to the DCI. Having said these things about the proposition, I find more wrong than right with the idea. 9 First is that it not only has the appearance of, but is in fact, a fragmentation of CIA. What would be left in CIA would no doubt become even more parochial in time since its mission and responsibilities would not only be narrowed, but it would be left without the objective, supra-national character of DDI production. ? It would diminish career prospects for Agency personnel by making it even more difficult to move from one function to another. It would create a production element of large and unwieldy size for DCI management. ? And last, it would emphasize the symbolism which I thought all of us agreed is a bad one. It puts national production in the hands of what would be taken to be an Agency component.
