MEMORANDUM FOR: Mr. Richard Lehman
SUBJECT: CFI Minutes
1. You will recall at last week's CFI meeting I asked for guidance
(and got none)on the question of disseminating the CFI minutes. At the
appropriate time, I will bring the matter up again. There will be a crying
need to make sure that rather substantial numbers of people around town
are kept posted on CFI business and decisions,
2. In the meantime, most of the CFI business, of course, is pri-
marily organizational and procedural; and I am not too deeply concerned
about the lack of broad dissemination. There is some feeling in town that
the CFI is thus far opaque. Better to be opaque than to appear indecisive
in my judgment.
3. In any event, I have an informal agreement with Sam Wilson that
he will disseminate internally within DoD as he sees fit. I hope you will
feel free to do the same within CIA.

These remarks perforce are very preliminary as
... apparently are the options presented in the IC paper. As
a general reaction, this seems to be another example of the
Elizabeth Arden approach to Community organization--namely,
that if you apply enough cosmetics, nobody will know that
the CIA exists.
