We will have one Agency host at each four-place table and two Agency hosts at each six-place table. I would expect that we will wind up with a total of about 20 members present. At the present time we have 15 acceptances, 9 regrets, and 16 pending. I would like to have the Agency hosts in the dining room by 7? . m. so we can take the members directly there as they arrive and e hosts can fill their tables. Coffee can be served while other members are arriving. As you agreed the Agency hosts will be, in addition to yourself, Messrs. Duckett, Proctor, Nelson, Carver, Clarke, I Cary, and 2. Agenda. The Committee members are scheduled to leave by 9:30 a. m. Therefore, I suggest you start introductory remarks as soon as you have finished breakfast even though some members may be still finishing their breakfast. (There are always late comers and if you wait for all of them to finish breakfast before talking you will lose valuable time.) I recommend that you give a short briefing on the Agency's organization, identifying each Deputy Director and office head present as you talk about his organization. I think you should also cover the relationship of the Agency in the govern- mental structure, explaining something of the USIB mechanism. While we do not want this to appear to be a lobbying session, there are several legislative matters which the Committee will be consider- ing in the next few days in which we have a vital interest. I think they can be covered in the course of your organizational briefing. b. Limitation on contact with foreign police, law enforcement, and internal security services. Senator .Abourezk has submitted to the Foreign Relations Committee an amendment to the foreign aid bill prohibiting such contacts by U. S. Government personnel. (Tab B contains a copy of the amendment and your letter to Chairman Morgan.) In the course of your briefing on our overseas activities it may be helpful to point out that such contacts are vital to our foreign intelligence collection function. Harrington amendments. We expect at least two amendments of possible interest to this Agency to be introduced by Representative Harrington in Committee mark-up this week. (1) Police training. This amendment is much narrower than Senator Abourezk's and applies only to funds authorized in the Foreign Assistance Act. Therefore it gives us no problems, although Representative Harrington apparently believes that we get some funds under that Act. (2) CIA covert action. According to remarks made by Representative Harrington on the floor, he intends to introduce an amendment broadly affecting Agency covert operations overseas. In addition, the amendment will attempt to restate the Foreign Affairs Committee's jurisdiction to oversee CIA activities abroad affecting foreign relations. (Attached at Tab C is a copy of Representative Harrington's floor statement.) To the best of our knowl- edge Representative Harrington has not settled on the exact language of this amendment. d. Boiling report (House Select Committee on Committees). As you know, Chairman Nedzi spoke to Representative Hays about the proposal in this report that the, Foreign Affairs Committee exercise an overview authority (not legislative over- sight) over foreign and military intelligence. Representative Hays originally supported this proposal, but we understand he has withdrawn that support as a result of Chairman Nedzi's conversations with him. Geo ge L.
