MEMORANDUM FOR: DDCI 11 March 77
1. For your information, it was agreed at the March 8th meeting in
--the Vice President's office that the-Vice President, Secretary of State
Vance, Attorney-General Bell, Admiral. Turner, Dr. Brzezinski, Dr.
,Schlesinger, Robert Lipschutz, Frederick Baron and Dennis Cliff will
meet again in .,~ proximately one week to discuss the Intelligence Oversight
Board, the President's Foreign Intelligence Advisory Board,.intelligence
in the Executive Branch, penalties for intelligence disclosures, reporting
to Congress and revision of the Espionage Act.
2: This next'diacussibn will'b2'a follow-on report of the previous
subjects raised previously at the March 8th meeting.

March 8 meeting on Intelligence matters.

MEETING ON INTELLIGENCE'ISSUES.

RECORD OF DISCUSSION
1.. - Intelligence Oversight Board (1O13)
Ittaas agreed that Mr. Lipshutz would prepare a '
paper outlining the structure, function, membership,
authority and staffing of-the 1OB, together with
recommendations on the future of the IOB.
2. President's Foreign,lntelligence Advisory Board (PFIAB).
-,.It was a-greed, that the. DGI will review the function,
structure and legal authority,of,the President's Foreign
Intelligence Advisory Board and its relationship
to bodies with similar functions. Dr. Brzezinski
said he-would defer submission of a memorandum to
the President addressing the future of the MOB.
and PFIAB. A copy of this memorandum was provided
to Admiral Turner.
3.- Intelligence in the Executive Branch
It was agreed that the DCI would review the control
of intelligence information within the Executive
Branch'in the following broad, overlapping categories:

a review the classification and compartmentation
system (.such 'review might include a computer
print-out of all code word compartments and
a list of those - with access);
b. review the various categories of intelligence
reports and other sensitive. documents and
analyze. the. scope of dissemination. e.g.
r.--..z,...; .. d strtbuti.on of and access to,.-.- information
in each.category;
review the control system for the protection
of information relating to the sources and
methods of sensitive intelligence activity
or covert operations.
4. Penalties for Intelligence Disclosures
It was agreed that?the?Attorney General ould
prepare a review of--the procedures and penalties
currently in effect in. the Executive Branch to..
deal with.the unauthorized disclosure of classified
information.
5. Reporting to Congress
It was agreed that the. Vice President and Admiral
Turner would arrange to meet with Senator Inouye
to consult on practical recommendations concerning
Congressional committee structure for intelligence
oversight and improved Executive-Legislative
procedures for dealing with intelligence (including
security rules of Congressional Committees with
access to intelligence-information).
6. Espionage Act
The Vice President said that -a study on amendments
to- the Espionage Act should be undertaken. It was
agreed that the Department of Justice would under-
take a study of the current espionage la--.s and
make recommendations for revision to meet foreign
and counterintelligence needs.

7. Next Meeting
It was agreed that those in attendance would neet
again in approximately one week to continue con-
sideration of these issues.
