I have been attending the DDI Executive Council morning meetings while we are somewhat shorthanded. Des- pite the summer doldrums, Sayre Stevens commented on recent meetings of the Executive Advisory Group (EAG) that I thought would be of interest. 2. The EAG is beginning to think about and to define Agency goals in the sense of long-range planning, i.e., as long as ten years out, an admittedly neglected activity, according to Sayre. He thought DDI managers should be giving more thought to such issues as: a) information handling (how does project SAFE and other systems all come together in ten years) b) CIA's presentation problem and ways to "jazz up production". Do we "piddle a few thousand here or there" or make a major commitment to tackle the whole problem? c) Where should CIA go in handling "outer space" problems? d) Sayre has a special interest in R&D problems and feels the DDI should in some way be involved. He stated that most of ORD's '78 R&D program responds to requests outside of DDS&T, which is correct. The problem is how to handle the proliferation of requests from lower levels where the problems originate and not lose sight of high- level problems that deserve funding. He noted that the DDO has a particular "communica- tions problem" and that most of their budget could go to working on that alone.
