Programs NIO/Conventional Forces NIO/USSR SUBJECT DIA Symposium on Soviet Military Doctrine and Strategy 1. Attached. is a.31 December memorandum to the DCI from General Graham describing a symposium. DIA is organizing. in two parts: an analyst/action officer level session on 22-24 January and a later senior level dis- cussion of the agenda developed in the action officer session. 2. To some extent, this . symposium. is the outgrowth of a briefing I was given on. warning by the EUCOM J-2 staff during my November visit to Stuttgart. The-J.-2 staff pre- sented some views on Warsaw Pact Strategic Doctrine and Planning (basically involving initiation of hostilities with the forces already deployed and without prior reinforcement from the Soviet Union). The thoughts of the EUCOM J-2 staff- are in some respects similar to those independently developed by some able members of OSR with whom I had held a-similar discussion prior to my departure from Washington. I there- fore suggested that it might be useful for knowledgeable working-level officers dealing with such matters in EUCOM, in DIA and in the Agency to get together in one room to compare thoughts, interpretations and evidence. immediately seconded the idea but In a way that c ear y suggested that he was planning _to partici- pate. I did indeed mention this thought to General Graham. after my. return and he too endorsed the concept. The end result is a far more complex undertaking than the one I had initially envisaged. t _... 3.
