As you know, the reorganization of Defense Intelligence this year has
included the establishment of a Defense Intelligence Board and three
subordinate panels: the Producer, Resource and User Panels. The User
Panel presents a unique opportunity to articulate the needs of the
consumer, while providing insight to the consumer of the capabilities of
the intelligence producer community. The current membership of the User
Panel is at TAB A.
Members of the User Panel have indicated that it would be useful to them
to receive a briefing on the National Intelligence Estimate process. An
outline of this issue is at TAB B. Such a briefing would allow a much
more knowledgeable judgment on their part of the satisfaction the current
