SUBJECT FY-75 KEP
1. At a meeting on 26 February, we reached substantial
agreement concerning the need for a KEP in some form and:
? on the desirability of a uniform approach
in the performance reports produced by
individual NIOs. To that end, we have
adopted a lexicon of terms regarding
degree of fulfillment to facilitate
aggregating.
? that there were no problems with part 3
of Section A or with Sections B and C of
the proposed performance instructions.
2. Following the meeting, NIO views were obtained on
how to prepare parts 1 and 2 of Section A. A redraft of
the proposed cover memo and a proposed standard outline for
NIO narrative evaluations were presented for ICS consideration.
3. As a result, most of the differences on how to
approach the performance assessments have been resolved.
Three problems remain:
? Should each specific collection/production
task/objective enumerated under some of
the KIQs in the Strategy Reports be addressed
specifically or should the evaluation be
done on an exception basis?
? How should consumer satisfaction be treated?
? Should performance evaluations be "put together"
with costing data, and by whom?
The nature of the views on these three points are set forth
in Attachment A.

4. We feel we have come a long way in removing semantic
problems and ironing out a variety of procedural differences.
The three problems noted above probably ought to be resolved
by the DCI. We recommend, therefore, that the proposed
instructions (Attachment B) be discussed at an early meeting
with him in order to launch the FY-75 KEP with as little
further delay as possible.
