MEMORANDUM FOR: Acting NIO for Latin America
SUBJECT . Proposed Latin America KIQs for FY 77
1. Thanks for your proposed KIQs. May I note, however, that
some of them do not conform to my understanding of what KIQs
should be. The one on Cuban intentions to interfere in other
countries, for example, is so broad that I cannot imagine the
strategy that would provide an answer.
2. The one on Panama, while specific enough, strikes me as
one of those questions that would say goes without
asking. Is the Community not paying enough attention to the
threat of Panamanian violence?
. 3. The question on the Caribbean strikes me as eminently
reasonable, but again may I suggest that it might better be
phrased: "Are any nations of the Caribbean, especially Jamaica
and Guyana, likely to fall under communist control within the
next two years?"
4. I will, of course, accept your questions as you submitted
them. I trust you will not be disturbed by what I intend as
constructive hesitations.
