We concur with the draft of the Perspectives with the
exception of a very small change in Section 2 on page 11
at line 260. The sentence would now read: "Intelligence
will he called upon more often to penetrate terrorist groups
and abort their plans, to assess the strength and effectiveness
of possible countermeasures in ...." The rationale for this
change is to broaden the statement of what will be expected
of the Intelligence Community in reference to international
terrorism.

NOTE FOR: All NIOs
At our recent meeting to discuss the NIOs" relationship
with the DDI, we agreed that a subsequent meeting with the DDI
would be profitable. This meeting has been arranged on
October 29th at 3:00 p.m. in the DDI Conference' Room. So that
we do not completely overpower the DDI with numbers, we ask
that only the NIO or one of his Assistants attend this meeting.
