SUBJECT . Intelligence Definitions
Attached, please find a proposed redraft of the definition
our working group considered on Energy Intelligence. The redraft
is intended to make the definition more literate and to eliminate
technologies and certain other terms from the definition because
those terms make the'definition too broad in scope. You will recall
that I reserved when our group considered this definition until I
could acquire expert advice; the attached definition reflects that
advice.

Energy Intelligence
Foreign intelligence on the economic, political and technical
factors affecting energy supply in international markets and in
individual foreign countries. Key intelligence includes data on
energy supply/demand balances, prices, national and international
energy policies, and the political and institutional forces
influencing policy decisions in these areas.

The attached package of contributions to the
IC Staff for consideration for inclusion in the
draft DCI's annual report is the first of several
we will be submitting. The fact that we missed
the deadline by a few days is not imp ortant;'I had
checked with the project manager,
The IC Staff, I know from last year's ex-
perience, will consider these contributions only
as grist for its mill, and its resulting draft
will look quite different on these subjects. We
will have an opportunity to review its draft, but
it will not consider our comments as binding. The
important factor for our contributions, therefore,
is not that they should be letter perfect; rather,
they should not say anything wrong or impolitic,
and they should make the major points we want
stressed.
The task of assembling these contributions
and of writing some came from Sayre, but, after
consultation with Gene, we decided you were the
more appropriate Deputy to review them on the way
back.
