SUBJECT . Proposed Interagency Intelligence Memorandum:
Cuban Intentions in Angola
1. The proposal for the above IIM grew out of a 22 July
discussion among the community's African and Cuban experts.
It has been two months since we last addressed this subject
and it was the general consensus that we are now in a position
to better assess the problem. As a result of the meeting,
the NIO proposes that the scope and production of the IIM be
as follows:
A. Scope of the IIM:
-- We will discuss the issue of the Cuban presence
in Angola and the issue of whether a with-
drawal is in fact occurring. More important,
the IIM will assess the factors affecting
Cuban intentions in Angola and will offer our
best judgment as to what the future holds
in this regard.
B. Drafting Responsibilities:
-- OCI/WH and OER will collaborate on the Cuban
aspects of this memorandum. OCI/MEA/AF will
prepare the draft on theAngolan situation
and factors therein.
C. Scheduling of the IIM:
-- 16 August Contributions to be delivered
to the NIO.
19 August Edited draft to be delivered to
all agencies by the NIO.
24 August Interagency coordination meeting
on the draft.

27 August Final concurrence and publica-
tion of the memorandum.
2. There was general agreement among the representatives
that the above memorandum, its contents, and the proposed
production schedule was satisfactory.
