MEMORANDUM FOR: Deputy to the DCI for National Intelligence Officers
SUBJECT SSC Request for KIQs and KIQ Strategy
Reports
1. Reference is the attached memorandum from William Miller,
SSC Staff Director, requesting delivery to the SSC of the 1975 KIQs
and five KIQ Strategy Reports (ff7, 22, 30, 37 and 52), all of which I
understand have been examined by SSC Staff members in your
office.
2. On 25 June, approved making the KIQs
and KIQ Strategy Reports available to the SSC Staff at CIA Headquarters.
Transmittal of these materials to the SSC would not seem to require
another White House approval in view of the agreement which
has worked out with Mr. Hills. (See attachec emoranc.um
to the DCI of 30 July. )
3. Under the agreed arrangements for prompt response to SSC
requests, we should forward these materials by Thursday, 14 August.
My office can accomplish this, or, since your office has handled the
action thus far, you may wish to do so. Please let me know your
choice by COB today.

As Mr. Carver noted at yesterday's (7 August) NIO
meeting, two more Senate Select staffers, Messrs. Betts
and Carter, have embarked on a series of studies on how the
Intelligence Community functions. They are planning case
studies. in the following areas:
Middle East - 1973
Cyprus - 1974
Oil Price Increase
They have requested access to the attached Estimates which
fall within your purview. Please review or have reviewed
the Estimates on a priority basis to ensure that there are
no "bombshells" within. After you have given your
concurrence, the staffers will be allowed to review the
material within the confines of the NIO complex.
