I attach the revised terms of. reference for PRM 30 agreed to by the working group on 29 June. I also attach the revised work schedule. 2. I have informed Colonel Odom that will be the CIA representative on subgroup 3 and, as chairman ot that subgroup, he will be responsible for seeing to it that the necessary work gets done to meet the revised schedule. In order to answer the questions raised by the PRM, the Working Group on Terrorism will organize into two committees: one to address capabilities and policy, one to address organization. The committees will produce options papers for the Working Group by July Z. The Working Group will review these papers and combine them into a final report by August 1. II. The following is a breakdown of the committee structure and tasking: Committee on Policy and Capability Subgroup P/C-l Chairman: State Composition: State, Justice/FBI, FAA, DOD/JCS, DOT, Treasury/Secret Service Issue: Whether there should be an explicit olicy for negotiating. with terrorists and, if so, recommendations for alterna- tive policies and the level at which the policy should be set. Should there be a single USG policy for dealing with all types of terrorist incidents or should there be separate but parallel policies tailored to fit the differing circumstances of international and domestic incidents?
