SUBJECT: Witnesses at Community Congressional Hearings
1. The DDCI has recently expressed concerns about the number of people
accompanying witnesses to Community hearings with the various Congressional
Oversight Committees. Accordingly, at all future Intelligence Community
hearings involving more than one agency, each Agency will be limited to two
representatives--one principal witness and one backup. The backup may either
be a substantive witness or a Congressional Affairs vide, but not both.
2. Obviously, each hearing to some degree presents its own unique
demands, and I will be willing to discuss any unique hardships you believe
this policy may impose on a case-by-case basis. I think you will agree that
we all share the DDCI's motivation to restrict access during these often
far-ranging sessions to the minimum number of people needed to do the job.
Our Office of Legislative Liaison will continue to coordinate the witness list
for Community hearings involving more than one agency, and will work closely
with your Office of Legislative Affairs to assure a smooth hearing.
