COURSE OBJECTIVES
The Advanced Intelligence Seminar is designed to broaden
the professional outlook and understanding of the participants
by presenting overviews of:
1. Developments and problems facing CIA and its
place in the Intelligence Community;
2. Important domestic issues and problems which
are relevant to the Agency and its personnel; and
3. Selected international issues and trends that
affect U.S. foreign policy and national security
interests.

and any other data of mutual interest.

The Directorate of Administration, the Agency's largest,
is organized to support the Agency and the Intelligence
Community. With the wide variety of activities the
Agency carries out, this is no simple chore. Mr. Fitzwater
will comment on some of the more unique problems his
directorate faces and reflect on what he sees as the
significant problems (or opportunities) the DA must deal
with in the next several years.

cussing current and proposed personnel management
systems which affect the handling of the Agency's

2100) Central Intelligence Agency
Mr. Blake, former Deputy Director for Administration,
Acting Deputy Director of Central Intelligence, and
Staff Director, Senate Select Committee on Intelligence,
will approach the history of and changes in the CIA by
focusing specifically on domestic events springing from
three forces: Presidential actions, Director of Central
Intelligence actions, and legislative actions. He will
conclude by interpreting, from an historical point of
view, the shaping of the Agency by those forces from
1947-1980.

past decade, both in size and in the scope of its work.

comment on what legislation remains in Congress and
predict its likely legislative path.

impact of future technological developments on the
