1. Action Required: That you look over the list of issue in
preparation for a meeting with John and selected RM Staff short
after he returns.
2. Background: We have held discussions with 0MB and as a result
have identified tentatively the issues attached. They are categorized
as to who raised them (0MB or IC Staff) and as to what level we expect cte
the initial decision to be made (you personally or
changes may occur as we proceed, but I expect them to e minima . At
present we expect 0MB will raise some subset of these issues with the
President rather than drawing up entirely new ones. We and 0MB are
working together to prepare the issue papers you and John will address.
We are also thinking about an issue paper on "DCI designated
funds" which will be the first airing of your idea to create an
account to allocate funds to Program Managers for services of common
