Foster Director of Medical Services SUBJECT: Speaking Invitation for Surgeon General Koop 1. Action Requested: That you invite the Surgeon General to address a CIA audience on a subject of his choice. 2. TI-re Office of Medical Services (OMS) and the Office of Training and Education (OTE) sponsor separate guest speaker programs for Agency audiences. The OMS program highlights personal and public health issues that our employees face. The OTE program brings opinion leaders to the Agency. As a major public figure whose work in public health applies both socio-economic values and science to public policy, Dr. Koop clearly would meet the criteria of both programs. There have been many requests to invite him to address our Agency audience. 3. The proposed letter is open-ended as to timing because we understand that his calendar is booked well in advance. He reportedly receives hundreds of speaking requests each month. He probably will not be available before June or July, as we understand it. 4. The Office of Medical Services and the Office of Training and Education will handle all administrative details once we have a commitment for the date. he proposed invitation also suqgests that you would host a lunch for him.
