SUBJECT: Establishment of a Counternarcotics Center Within CIA
REFERENCE: Executive Director's Memorandum to the DCI, dated
18 January 1989, on Organizing the Agency's
Counternarcotics Effort
1. Pursuant to my decision to establish a Counternarcotics Center in CIA,
you are hereby assigned responsibility to establish and head such a Center
within the Intelligence Directorate. You will also be my Special Assistant
for Counternarcotics. Your first task will be to organize the Center and
develop a table of organization and staffing, using the DI's present
International Narcotics Division and the DO's Counternarcotics Group as the
nucleus of the new organization. There should be direct, full-time
participation by appropriate DA, DS&T, and OGC personnel, and steps should be
taken to obtain direct NSA, DEA, and FBI participation as soon as possible.
Total complement should not exceed 80 at the outset, including up to 15 new
positions.
2. You should also develop a mission and functions statement and an
Employee Notice for my signature describing the new Center, its purpose, the
steps we are taking to strengthen the Agency's--and the Community's--
counternarcotics effort, and my personal support for and expectations with
respect to the Center.
3. The above steps should be taken within four weeks, and should be
worked out in cooperation with the four Directorates, the National
Intelligence Council, and the Office of General Counsel. As soon thereafter
as possible, you should also:
o Develop a plan to implement the counternarcotics strategy
outlined at reference, for my review.
O Develop a job description for yourself, along the lines
suggested at reference, including the stimulation of greater interagency
cooperation and participation in the requirements, collection, and
dissemination process for counternarcotics intelligence.

o In cooperation with the Intelligence Community Staff, develop a
recommendation for me regarding the establishment of
an interagency counternarcotics committee, which you would chair.
o In cooperation with the Office of Logistics, develop a plan for
collocating all elements of the Center within the Headquarters
complex as soon as possible.
