The D/ICS, Lt Gen Heinz, will accompany the DDCI. Purpose of Meeting o To discuss policy issues associated with the President's Space Exploration (Moon/Mars) Initiative (see meeting announcement at Tab A). This is an informational meeting intended to brief the member agencies on the Space Council's work plan on this intiative. No decisions will be made. Background o President Bush's speech, 20 July 1989, proposed a long?range continuing commitment (to manned space exploration): "For the coming decade--for the 1990s--Space Station Freedom." "For the new century, back to the Moon . . . And this time, back to stay." "And then, a journey to another planet--a manned mission to Mars." o Vice President Quayle and National Space Council were tasked to: "Determine specifically what is needed for the next round of exploration--the necessary money, manpower, and material--the feasibility of international cooperation--and develop realistic timetables, milestones along the way." Report back, as soon as possible, with concrete recommendations. o 20 July through 28 September 1989. Considerable Space Council Staff and EOP activity but no DCl/ICS involvement on this initiative. o Space Council Staff recently invited DCI representatives to participate in the development of an issue paper on international cooperation and informally provided background on the overall effort to respond to the President's tasking: Determine the feasibility and desirability of international cooperation. Decide, if that determination is positive, which countries or groups of countries should receive initial overtures about participation. Current Status/Discussion o A Policy and Implementation Review Committee (PIRC) meeting was held on 20 October to brief the member agencies on the Space Council's work plan for satisfying the President's tasking (Tab B is an MFR on this meeting, attachments to this MFR are at Tabs C, D and E). The same briefing charts will be used to brief the Space Council (see Tab E for the charts and Tab B for a discussion of the schedule.) o At the PIRC meeting, members had a brief discussion of the policy issues associated with the Moon/Mars intiative (see Tab 6) but did not take issue with the work plan. o The EOP work on the International issue is of special interest. DCI is represented on this working group; CIA, in coordination with DIA, has provided inputs on the space programs of the USSR and China. (see Tabs F and G). DCI is not represented on the other two EOP working groups on Mission Planning and Management. We expect to have an opportunity to review the efforts when the issue papers are sent to the PIRC members for review and comment. o The NASA technical analysis task is a multimillion dollar effort to develop detailed program options. Space Council member agencies have not yet been briefed on this effort. Issues/Problems of Concern to the Intelligence Community o The Space Council process has thus far included only minimal interagency participation. More interagency participation is planned but the relatively short time frame may negatively impact on the quality of the information available to support the debate. o The Moon/Mars initiative will clearly have a major fiscal impact and could in the future place a strain on the US space and space-related industrial base. These factors could negatively impact on the resources available to support national security space programs. o On the other hand, serious consideration is being given to the possibility that the USSR will be a major participant in the intiative. Although this might lessen the strain on US resources, there are serious concerns about potential technology transfer and the potential negative effect on the US space infrastructure if a US heavy-lift launch vehicle is not developed because of plans to use the existing Soviet vehicle instead. Recommended Talking Points o There is no urgent need to comment at this time. o If you wish to make a comment, we suggest that you point out that the decisions on cooperation with the USSR are complex and difficult. We should not commit to such cooperation without a careful consideration of all the relevant factors. The subject meeting was held at 1300 hours in Room 308, 0E0B. The meeting announcement and attendees are at Attachments A and B, respectively. The Director, Intelligence Community Staff, Lt Gen Heinz, represented the DCI. The undersigned was also in attendance. 2. The Chairman, Dr. Mark Albrecht, Executive Secretary of the National Space Council, opened the meeting with a review of current Space Council activities and topics that will be considered in the near future. Current activities of interest included: o The Space Council staff has been active in the appropriations process. Dr. Albrecht felt that space has done well. NASA has a 14 percent increase, including $1.8 billion for the Space Station. Mbst of the funds for Landsat are available. There is, however, a major funding shortfall for the National Aerospace Plane (NASP). o The updated National Space Policy is on the President's desk and his signature is expected shortly. An unclassified version of the policy is also available for release; however, the short summary is still in work. o The joint Department of Defense/Department of Commerce study on Landsat Implementation Options is almost complete. o The Space Council Staff is outlining the Council's Annual Report, which is planned to be produced in January/February 1990. 3. Dr. Albrecht continued with a summary of topics that will be considered in the near future: o Implementation Strategy for Commercial Space Policy?Will start after the first of the year. Courtney Stadd will join the Space Council staff to lead this effort. o Launch Strategy--not clear what will be done or when. SUBJECT: Policy and Implementation Review Committee (PIR) Meeting, 20 October 1989 o TWo Congressionally Mandated Studies Launch of US satellites by the PRC and the USSR, Space control and assured mission capability. 4. Dr. Albrecht then continued with a review of Space Council planning in support of the President's Space Exploration initiative using the charts that are at Attachment C. o Discussing the schedule chart, Dr. Albrecht pointed out that he anticipated five Space Council meetings between now and the first of the year. The first one is planned for 26 October and will cover much of the same information as in this 20 October PIRC meeting. In mid-november he expected Admiral Truly to give a report on NASA's technical work. In December he anticipated three meetings to discuss the subjects of the three policy papers being prepared by the Executive Office of the President--Mission Planning, International, and Management.' o Dr. Albrecht also pointed out that the Space Council meetings would not be decision meetings but were intended to allow the members to state their views and provide advice. He hoped that the President could also attend. o Presidential decisions, to be documented in a Space Policy Directive, would be made after the first of the year. (Note: This means that the decisions could be reflected in the State of the Union address and the FY 1991 budget.) 5. About thirty minutes of discussion of the Ikon/Mars initiative followed with key points noted below: o NASA asked about the role of the PIRC. Albrecht's response was that it would, as required, continue to prepare issues for the Space Council. o Department of Transportation stated there needs to be a mechanism for the private sector to participate in Space Council planning. Space Station encountering much resistance on the Hill. We need a better rationale for it, how it relates to the Mbon/Mars initiative, and what we have to do to modify it for that mission. o NASA and State followed up on the Space Station issue. NASA pointed out that the Space Station is essential for Moon/Mars. Current version cannot support this mission now, but it can evolve to do it. This is a sensitive political and international issue. State pointed out that we need to focus on the specific new characteristics that are needed, get realistic estimates of the funds needed, and establish credibility with our international partners. o State said that our initial focus internationally should be on our traditional partners. Soviet Space Program: A Summary Present Capabilities For over a decade, the Soviets have been conducting space launches at a rate of about 90 to 100 per year. They currently maintain over 170 active satellites in orbit. The infrastructure to support their space operations has steadily developed over the past 30 years into one with a substantial amount of flexibility and growth potential. We estimate about two percent of the Soviet gross national product is currently devoted to their space program. In 1988, this was estimated to be equivalent to about $22 billion US dollars, two-thirds of which coact allocated to military space programs. Space Launch Systems The Soviets have 10 operational space boosters to support their space launch requirements (see figure 1). Thrust values, propellant types, and dimensions are given in Table 1. With the exception of the two newest boosters, the SL-16 and SL-17 which were designed in the late 1970s, all Soviet boosters are based on simple, well proven technology dating from the late 1950s and early 1960s. This has allowed them to achieve a launch vehicle reliability of over 95 percent for the past 20 years. Their current payload capacity and booster oroduction capability far outstrip demands. Its primary contribution will be its capability to return up to 15,000 kilograms of payload to Earth in its cargo bay. This will give them the capability to retrieve satellites or experimental platforms from orbit or return the products of a space-based manufacturing endeavor. Satellites In general, Soviet spacecraft are physically sturdy, heavy, and of only moderate sophistication by Western standards, but they comprise a balanced fleet that satisfies military, intelligence, and civil requirements.
