Security situation
-- bad, getting worse
-- atrocities committed against bush negroes and suspected supporters of
?.rebels
-- government has made some progress against rebels (much of military out
in field)
-- Dutch concern about safety of nationals justified although we have no
specific evidence of plans against them.
Boutserse
-- called 8 December meeting and announcecd that foreign invasion was
planned
-- plans to announce moves toward democracy
-- rumors and his concerns probably put moderates in government at risk
Dutch Request
-- general agreement that nearly anyone supported by Dutch as replacement
would be better than Boutserse.
-- support for Dutch would signal decisiveness of US despite Iran crisis
-- we had encouraged Dutch to take action against Boutserse earlier
