Insurgent activity has increased in the central and northern provinces /;
during the present dry season.
-- In the Beira transportation corridor, the insurgents have j `tyt S
attacked the oil pipeline to Zimbabwe at least five times since tv
April to break a two-year lull in such attacks. The insurgents
probably hope that increased attacks on Zimbabwe's economic
interests and on Zimbabwean troops will cause Harare--already
concerned over rising costs and strained relations with the
Mozambican military--to reduce its involvement.

Government Actions
Government forces remain hardpressed and the government late last month
created the position of Prime Minister, filled by economic specialist
Mario Machungo, to enable President Machel to devote more time to
prosecuting the war.
-- A source of the US Embassy says the Mozambican military is
preparing an offensive in the northern provinces for September or
October, just before the rains resume. He claims that the
Soviets have increased logistic support Zimbabwean
forces will be standing by if needed.
-- Reorganization of Mozambique's forces, which are structured for
conventional warfare, and more training by Soviet and Zimbabwean
instructors probably will result in only gradual improvement in
military performance.
