Bird, NIO for Warning FROM: V.Ch., IHC Intelligence Community Staff SUBJECT: NOIWON Upgrade Plan 1. As reported to you in our telephone conversation, the NSC Crisis Management Working Group has asked that we take another look at the NOIWON upgrade proposal that we developed for the WAOCC some years ago. I am enclosing herewith a copy of the draft statement of requirements and equipment upgrade proposal which we developed at that time in conjunction with the membership of the WAOCC and DCA. 2. Before reexamining the technical requirements for an equipment upgrade we desired to have our previous document reviewed to ascertain whether or not it still accurately reflects the Community's functional requirements for an upgraded system. Accordingly, copies were given to members of the IHC at our last meeting with the request that it be staffed with the appropriate parties in their agency. 3. Although a requirement for the capability to add additional parties to the net was stated, it was not intended that there should necessarily be any expansion of the existing network, merely that the capability would be provided in case a future policy decision was made that an additional party or parties should be included. 4. We will appreciate any comments which you or members of the WAUCC may have on the draft requirements.
