Allen National Intelligence Officer for Warning SUBJECT: 1988 Symposium on C3I and Crisis Management 1. Attached is a request from Gus Liopiros, a former DOD official, requesting confirmation that I can participate in a symposium at the National Defense University on C3I and Crisis Management. The symposium will be held on 5-6 December 1988. Dr. Liopiros has requested that I appear on a panel with Mike Donley of the National Security Council, Craig Alderman of DOD, Joe Lake of State, MGEN Gene Renzi of CINCPAC, and RADM James "Yank" Dorsey of the CNO's office. I would very much like to participate as a discussant at this conference and intend to tell Dr. Liopiros that I will participate unless directed otherwise. 2. I know each of my panel members personally and worked very closely with Craig Alderman, Gene Renzi, and Jim Dorsey when I was at the Department of Defense. I, of course, currently work on crisis management with Mike Donley, Joe Lake, and Craig Alderman. Charles E. I therefore called your office yesterday to discuss it with you. Your secretary asked me to send you some information on the symposium. The "1988 Symposium on C3I and Crisis Management" will be held on 5 and 6 December, 1988. The symposium will be jointly sponsored by the Joint Chiefs of Staff and the Defense Communications Agency and will be hosted by the Defense Communications Agency at the National Defense University's Hill Conference Center. It will be the first of a series addressing critical national security issues and C3I. The symposium is an attempt to start and maintain a dialogue among the various communities involved in the crisis management process, and is structured to deal with policy, process, operations and technology. I hope to bring together the right group of people to help forge a direction for the future in this important area. We will produce both a classified proceedings and an unclassified book, based on the best papers, to be published the following spring. I have enclosed a preliminary agenda for the symposium. I have initially placed you in Panel 2 - The Crisis Management Process: Interactions in the Community - which will be chaired by Mike Donley who will also present a paper addressing crisis management from the national perspective. You would serve as a discussant and could also present a short talk regarding your views in the area. I hope that this will be agreeable with you.
