Angola--Extent of Castro's Control
SUBJECT.:
19 August 1988
3. Castro's involvement in approving Angolan military plans illustrates
the extent of Cuban control over the conduct of military operations in Angola
and probably negotiations aimed at achieving a political settlement. Based on
recent manning practices, we believe that up to half the personnel in every
major Angolan unit in southern Angola could be black Cuban troops.
4. One part of Castro's strategy is to leave behind large numbers of
Cuban troops in Angolan uniforms to help the dos Santos regime complete the
process of establishing internal security in Angola.
makes it clear that an offensive against UNITA is not a matter ot
whether, but when, it will begin. After the South Africans complete their
withdrawal from eastern Angola, military actions against UNITA strongholds
will probably gather momentum.
