Forecast Meeting
Representatives of the Intelligence Community and appropriate law
enforcement representatives met on 20 August 1987 for briefings from David
Westrate, Director of Operations, Drug Enforcement Administration (DEA) and
from )f the National Security Agency. The briefings dealt with
the current state of their respective programs overseas.

2. Mr. Westrate concluded that, despite the rather gloomy picture he had
just presented, he believed a firm foundation had been built in the United
States in terms of the development of a vigorous counternarcotics strategy
with strong intelligence support. In the course of the discussion, a number
of participants noted that intelligence support to law enforcement in the
matter of studying trafficking networks will become even more critical in the
months ahead.

description of the origins of NSA's narcotics mission. He mentioned that NSA
and the Department of Justice had established the following guidelines for
NSA coverage:

National Drug Policy Board's recent discussions and the evolution of the lead
agency concept.
