Djibouti On 18 March a briefcase bomb (approximately 15-20 kgs) exploded at a cafe frequented by the French in Djibouti. Adouani Hamoudab Hassen, a Tunisian, was arrested at the Djibouti airport enroute to Aden. He confessed to planting the bomb and claimed he was recruited in Damascus and charged to kill as many people as possible. He said he was a member of the Revolutionary Resistance Troops. It is unclear who is responsible for the attack. There are several possibilities: --Djiboutian dissidents. The blast occurred five weeks before the presidential election. A known dissident, Aden Robleh, has conducted similar bombings in the past. --Libya. The anti-France target may be an effort to punish Paris for its Chad policy. The use of a Tunisian surrogate also suggests Libyan involvement. --LAKE. The anti-France nature of the attack fits the threats made against France afrer the Abdullah trial. --PFLP-SC.I (points to this group perhaps at the behest of Libya or LARF (which has a long history of ties to PFLP-SC). Libya Qadhafi has taken a beating in Chad and appears to be extremely nervous. France: French targets have received special attention. Hizballah and Libyans are reportedly targeting French citizens, possibly for kidnaping. Caribbean clients are being encouraged to carry out attacks. In some places anti-France tasking has been expanded to include anti-US Africa: I Tripoli has been active in numerous sub-Saharan countries including Benin, Chad, Mali, Sudan and Niger. The 15 April commemoration of last year's US airstrikes sparked some anti-US activity. The names match two men sought by authorities for the attack last August on the British base at Akrotiri. One of the men may also have played a role in the Karachi hijacking last September. The most recent Cyprus attack was similar to the Khartoum and Sanaa attacks on US Embassy personnel last April.
