I wholeheartedly endorse the action conveyed
in the attached letter from John Bird, National
Intelligence Officer for Warning. The NIO for
Warning manages a small staff that serves as the
focal point for coordinating warning activities
of the Intelligence Community. People on John's
staff must be highly trained, self-motivated,
and ready to respond to contingency requirements,
often on very short notice.

Dear Sir,

I strongly request that the Air Reserve Personnel Center (ARPC) approve
extension in the RRPS program in which he has
performed his active duty with the National_Warnino_Staff, my primary staff
element. By working with the staff, has contributed
directly to the performance of my primary mission of providing intelligence
warning to the highest levels of our government. He has provided sound advice
on the workings of the Department of Defense's intelligence warning systems.
At the same time he has become closely familiar with how the defetilsJ,em&__
relate to and work with those of other national-level agencies.
knows how to activate and use the national warning system itself.
Additionally, he has participated fully in all aspects of warning, including
practical "hands-on" analysis of on-going crises, development of new warning
doctrine, and application of new techniques in threat analysis. In fact, he
has helped my staff develop new techniques for strategic threat analysis and
pioneered in their application to some of the most difficult warning problems
with which my office must contend.
I consider him a uniquely qualified reserve officer and a highly valuable
resource, whose contribution to national warning in the routine course of this
training program has been enormous. More importantly, his training with the
National Warning Staff affords me an augmentation capability in the event of
crisis or other condition of stress that no other officer is capable of
providing. From time to time, I have requested presence
for active duty during such conditions. He has Deen apie to respond
immediately and smoothly, primarily because of this training. His expert
knowledge of and experience in dealing with the national warning system makes
him an invaluable asset for the Air Force and a credit to his service.
