McManis National Intelligence Officer for Warning SUBJECT: Changes to the DoD Dictionary of Military and Associated Terms (JCS Pub 1) 1. The Office of the National Intelligence Officer for Warning has worked with the intelligence and policy communities to better define the responsibilities and ingredients of the warning process. The resultant community-wide agreement is contained essentially in National Intelligence Estimate (NIE) 4-1-84, Warning of War in Europe. 2. We believe that JCS Publication 1 is a critical element in ensuring that the agreed understandings of warning processes are disseminated to a broad audience. Therefore, we recommend the following changes to JCS Pub 1, a. Delete present definition of "Strategic Warning". Rationale: See subparagraph c. below. b. Delete present definition of "Tactical Warning". Rationale: See subparagraph c. below. c. Add "Warning is the communication of dangers implicit in a wide spectrum of activities by potential opponents ranging from routine defense measures; to substantial increases in readiness and force preparedness; to acts of political, economic, terrorist or military aggression. Warning has two time-dependent components: (1) Strategic Warning is warning which is communicated prior to the initiation of a hostile act. (2) Tactical Warning is warning which is communicated after a hostile act has been initiated but prior to its effect on the target. In satellite and missile surveillance, tactical warning is a communication to operational command centers that a specific threat event is occurring. The component elements that describe threat events are (a) country of origin, that is the country or countries initiating hostilities; b Event type and size - Approved For Release 2008/11/26: CIA-RDP91 B00776ROO0100100057-8 Approved For Release 2008/11/26: CIA-RDP91 B00776R000100100057-8 i ? identification of the type of event and determination of the size or number of weapons; (c) country under attack - determined by observing trajectory of an object and predicting its impact point; (d) event time - time the hostile event occurred. See also strategic warning lead time; strategic warning post-decision time; strategic warning pre-decision time; warning of attack; warning of war." Rationale: This office, which is responsible for the formulation and dissemination of seminal national warning doctrine, believes that the definitions of strategic and tactical warning are insufficient in that they (1) do not define the spectrum of dangers about which we must warn, (2) do not emphasize the responsibility of the warner to communicate rather than just notify, and (3) associate warning only with enemy-initiated harm, vice indirect harm resulting from hostilities to which this nation is not a party. By defining "warning" in general and then explaining its time-related strategic and tactical components, we feel the JCS Pub 1 reader will come away with a better understanding of early warning responsibilities and overall warning processes. d. Add: Warning of a Developing Political or Economic Crisis - the communication about political or economic events which may or may not be induced by external forces, but which heighten instability sufficiently to destabilize a country or region; or may result in consequences harmful to US interest or security. Rationale: See subparagraph c. above. e. Add: Warning of War - the communication of intelligence judgments to national policymakers that a state or alliance intends war, or is on a course that substantially increases the risks of war and is taking steps to prepare for war. See also warning; warning of attack. Rationale: See subparagraph c. above. This definition is also incorporated in the current National Intelligence Estimate on Warning of War in Europe. f. Add: Warning of Attack - the communication of an intelligence judgment to national policymakers that an adversary is not only preparing its armed forces for war, but intends to launch an attack in the near future. This definition is also incorporated in the current National Intelligence Estimates on Warning of War in Europe and Warning of War in Korea.
