McManis, NIO/Warning SUBJECT : NIO Visits You are undoubtedly aware by now that the NIO visit for 26 March has been canceled. As I told Bob Gates, the main reason a group visit did not work was that the individual NIOs have been making the trip up the Parkway and that the communi- cations are working well. Therefore, we will probably continue essentially the one-on-one program currently underway. Whenever a new NIO comes aboard, it would be appropriate for NSA to make a special formal invitation. I'll try to help with that process. I have also recommended that our (NIC) Admin office try to keep track of the visits and work closely with the Protocol Office.
