McManis National Intelligence Officer for Warning SUBJECT: Minutes of April Washington Area Operations- Intelligence Center Chief's (WAOCC) Conference, 24, 25, 26 April 1984 1. Our conference was held at the Alternate National Military Command Center (ANMCC). We are grateful to Col. Leonard Andrews and his staff for their support in making the conference a productive and successful event. The agenda we followed is at Attachment 1. The conferees are listed at Attachment 2. 2. Our seminar dealing with management of a nuclear terrorist incident was greatly aided and put in perspective by the presentations of Brant Jones and Larry Forsythe of DOE. Discussions familiarized us with new issues, terminologies and problems that we would face in recognizing and dealing with a nuclear terrorist incident. As a result of those interrelated discussions, NIO/Warning will ask DOE to expand its Nuclear Terrorist Checklist distribution and related briefings to include all members of the Conference. 3. Our second seminar dealt with a real-world warning problem in Europe. Discussions centered on the responsibilities, capabilities and roles of operations and watch centers in recognizing anomalous events and developing a coherent picture based on a flow of information between centers. Some of the centers will review their activities in hindsight, to review procedures and data flow. An important part of the discussion centered on the need to provide watch standers with continuity on and sensitivity to the political international environment necessary to recognize significant events. 25X1 4. p rovided good overview of the ongoing proj ects and future 25X1 potentia of Artifi cial Intelligence Systems for application to t he warning problem. The "Warning Brief" presented the NIO/Warning philosophy and emphasis and led to a thorough-going discussion of early warning efforts. Conferees provided excellent suggestions for expanding our emphasis in the areas of technological warning and specially-focused warning such as against terrorist activities. The comments about communications to decisionmakers, action by decisionmakers and subsequent operational feedback by conferees were especially useful. 6. General business discussion: g. The next annual conference will be held during the second week of January to avoid schedule conflict characteristic of the April time period.
