Subject: Presentation to New SISs
David-
In talking to the new SISs about the NIC,
I would encourage you to talk about a couple
of themes in the warning domain.
-First, the entire intelligence process
is one which should concern itself with
warning. That is, we should approach each
problem in terms of what threat to natioanl
ecurity interests may be implicit. If there
is threat of harm then we must be clear and
articulate in conveying that threat to the
decision and policy makers.
-Because these "warnings" are necessarily
ambiguous, we must work with the decision/
policy maker to help them understand and
respond.
-The normal analytic process tends to
focus on single, main stream answers to
problems. A mjor role of the NIOs is to

identify and explore alternative scenarios.
We are parti-cularly concerned that we
illuminate those scenarios which, while
less likely, pose a greater degree of risk
to our security. The NIO is uniquely pos-
tured to do this analysis and to. relay it
directly to the DCI who is the "strategic
warner" for the nation.
