Williams: This is just a brief note to commend of DB-1E 25X1 for his Appraisal 16-84, "Yugoslavia: Military Involvement in the Political Sphere," dated 6 February 1984. Most analysis has played down the potential for martial law by rationalizing or even ignoring the evidence of increased military involvement in the political arena. appraisal is a factual and 25X1 straightforward treatment that is most commendable. Although I believe his conclusions are more benign than the evidence warrants, his appraisal is the most balanced presentation I have read anI thus serves warning well. I:especially commend 25X1 for maintaining a careful distinction between what are 20^' his opinions and what the evidence conveys.
