The IC Staff is once again preparing the Annual Report for the DCI to give the Congress. This is a budget/program document, separate from the substantive worldview briefing the DCI gives certain committees of the Congress. 2. Charlie Waterman has asked me to honcho the NIC input to the Report. NIC is tasked with addressing "the major foreign policy issues of 1983" and discussing "how the National Intelligence Estimates and other production supported the decisionmaking process." 3. Could you each please give me an informal piece setting out what you consider the major 1983 issues to have been, and the principal ways by which your particular precinct supported the decisionmaking process -- including those means (IGs, special papers, etc.) other than and in addition to the formal NIEs, SNIEs, and IIMs. (I am also asking Dick Kerr for a contribution re intelligence production other than NIEs). 4. I would appreciate receiving your contributions by 9 November. I will subsequently distribute to you a draft NIC text, and thereupon grind in your comments on it before we send the piece off to the IC Staff.
