SUBJECT NIO/Warning Year-End Review

1. One year ago I discussed with you a proposed Agenda for
my office and stated that I would provide you with a status
report in one year which would be the basis for evaluating the
decision for continued direction. The attached memorandum
summarizes accomplishments; it does not address failures because
I don't think we've had any - only frustrations. I will discuss
this report with you and also plans for the next year in the very
near future.
2. The timing of this report is good because we are finally
beginning to see the impact of a number of our initiatives. Most
significant is the gradual acceptance of the broader view of
.warning which you have espoused. This is becoming manifest in
our Warning Estimates, the acceptance of our training programs,
impact on Continuity of Government, and in the endless requests
from operational and intelligence community elements for
participation in their activities and comments on relevant
programs.
3. The way also seems to be paved for some major movements
in the area of indicators methodology. Coupling the spadework of
DIA with new directions in CIA/OGI and the desire of NSA to
become a player, with the interest of CIA/ORD in providing
applied technology, there could well be some major breakthroughs
in the next few years.
4. The work with the Operations Centers, as expected, has
been successful and gratifying. There is a significant and
noticeable improvement in the dialogue among the centers, our
training and team building initiatives have been well received,
and we are doing much to document the requirements for future
systems upgrades.
5. Finally, I would specifically like to commend to you the
efforts of Assistant NIO/Warning, who has

taken a prodigious load upon himself and has added much to our
ability to attack the problem, and the efforts of
of the National' Warning Staff, who understands the
warning methodologies and system better than anyone in government
today. His efforts in working the definitional and doctrinal
issues and in developing the National Warning Course have been
truly outstanding.
