Approved For Release 2008/04/21: CIA-RDP91 B00776R000100050005-1 S E C R E T The Director of Central Intelligence Washington, D.C. 20505 National Intelligence Council NIC #8627-83 30 November 1983 MEMORANDUM FOR: Deputy Director of Central Intelligence FROM : David Y. McManis National Intelligence Officer for Warning SUBJECT : AI Symposium 1. I'm glad that you're going to be able to address the symposium even if only briefly. I've attached a draft of my remarks, and while I may depart from the script the draft as presented represents a position I feel strongly about. I am hoping that there will be more user interaction that is apparent from the agenda but am skeptical. 2. Would suggest that your comments focus on the following points: --the need for community direction and leadership which is being provided by the Al steering group under the aegis of the IR&D Council; --the need to understand the needs of the users while helping them understand the direction the technology may be taking them; --the need to improve the tools for the analyst without making the analysts slaves to the technology; --the need to exploit the technology to support the manager as well as the decision and policy maker; --the desire to begin prototyping realizing that while there are risks, nevertheless we must begin to explore the technology. 3. If you need more, or have comments on my presentation, I'm available. ,YZ CLAWO qua. J. c " ~....X, v(
