MEMORANDUM FOR: WAOCC Members

SUBJECT : Washington Area Operations/Intelligence
Centers (WAOCC) Conference, 10 Nov 83
1. The WAOCC metl on 10 November 1983 and received an
outstanding orientation and superb hospitality from our hosts. Special thanks
are due to The agenda is at Attachment 1.
2., The Conference observed the Current Requirements Working Group as it
developed special emphasis priorities and gained an appreciation of the
community integration in the procedure.
3. During a discussion of near-real-time exploitation and reporting
operations, solicited NIO/Warning support and recommendations 25X1
for the ongoing Indications and Working Group Collection Strategies. As a
result, NIO/Warning and NWS staffs are reviewing the collection methodologies,
critical problem statements, and targeting selections to ensure warning
emphases are consistent with the broadened warning goals described by the
DCI. NIO/W will elicit additional support from the National Intelligence
Council (NIC) as required.

The goal of the WAOCC is to develop an
Operations/Intelligence Community position on a future transmission system and
a cost-effective community development program. A Washington Area Imagery
Transmission (WAIT) Working Group will be formed and it will be chaired by the
COMIREX staff representative, It. Col. Symes. Its charter will be to:
a. develop a conceptNf operations for imagery
transmission.
b. define functional requirements.

c. evaluate available programs and technology.
di recommend a program and define the user requirements.
5. Mr. McManis proposed to host a symposium on Crisis Management to
discuss practical operations/intelligence center problems related to
information flow and communications. The members agreed on the utility of the
idea. NIO/W office will develop three scenarios and a discussion plan and
host the one-day symposium during the April WAOCC 25X1
meeting. In addition to the usual participants, representatives from FEMA,
FBI, and DOE will be invited to attend the symposium.
6. Reporting on the ongoing WAOCC training initiative, NIO/W proposed an
Executive Team Building Seminar, emphasizing individual and group perceptions,
group decision making, communications in crisis situations and problem
solving. Tentatively the seminar is scheduled for 22, 23, and 24
February 1984. Funding aspects are being worked by NIO/W and nominations for
attendance will be solicited in the near future.
7. Mr. McManis also announced his intention to produce a training
videotape that orients persons to Washington Area Operations/Intelligence
Centers. The need for such a training product has been voiced by WAOCC
members, Defense Intelligence College, and Command J-2's and their
representatives. Members pledged their support.
8. The next WAOCC meeting will be at 0900 hours on 27 January 84, hosted
by Mr. Art Long of the Department of the Treasury. As discussed, FEMA will be
invited to become a member of Vie 4A000 as of the.Jan 84 meeting.
