and I are most appreciative of the
opportunity you gave us to discuss our common concerns in
warning. We are particularly pleased that you see our work as so
relevant to your operational mission. One of our most important
goals is to ensure that "the system" can provide adequate warning
to enable you and other key commanders to ready and deploy forces
in sufficient time to avoid or otherwise ameliorate potential
threatening situations. Because of the ambiguity inherent in
warning, it is imperative that the intelligence and operational
communities develop the mutual understandings and operational
procedures to enable the most efficient and timely reaction to
potential threats.
It is also satisfying to note that we are totally in sync on
the issue of the understanding of the perceptions of our
adversary and the need to manage that perception in a coherent
manner. We are hoping to get Bill Casey to sit down with the
Chairman and the Service Chiefs in the near future, and this
would be an excellent topic for discussion.
I am enclosing a draft paper which was developed for another
purpose, but which attempts to describe the relationship between
warning and mobilization and the necessity for developing better
answers than we have today. Your comments would be most
appreciated. Be assured that we stand ready to work with you and
your people to strengthen the relationships wherever possible.
