I would ask that we refrain fran the discussion until the 27th or that we hold it during a Thursday session. As I indicated to you I had a paper in process which, with your concurrence, I had intended to send out to the other NIOs. It reaffirms previous guidance and I think has been fairly well received. As with the Watch Catmittee, there is benefit in being forced to think in terms of early warning even if the process does not lend itself to routine scheduling. I would encourage us to continue the meeings keeping their focus as sharp as possible. I am not nearly so canfortable with the reporting. If warning reports are to continue they must be much more clearly focussed. I also recarsnend that Harry Cochran's piece not be an overview but rather an independent entry. If you would like we can send out the attached draft to stimulate discussion.
