SUBJECT MIB Meeting, 12 September 1983
1. I had a good meeting with who is Acting
Director of Defense Estimates, to discuss continuing relations
with my office but, more importantly, the NIC. Shortly after my
arrival here, I had arranged for Harry and Herb to visit them,
and also for Hal Ford to brief them?on the NIC. This has good
payoff in an era where we are coming to rely, on them with
increasing frequency.
2. was very interested in what you might bring up
during your talk to the MIB, and I assured him that it would all
be good stuff with emphasis on strengthening the involvement of
the Service Intell organizations, and your efforts to improve
support to the military commands through the electrical
distribution of key judgments, etc. He was very pleased that you
were coming and expected a good reception. There will probably
be comments by MIB members concerning the scheduling of Estimates
along the lines of your discussion with the NIC Staff.
3. In terms of strengthening our relationships, I
encouraged him to invite those NIO's who haven't visited DE and
their counterparts. I am also going to pay a return visit to
provide a current update on the wonderful world of warning. A
suggestion I would like you to consider is having a joint session
of the NIC and DE key personnel, perhaps quarterly, or even
annually, at one of the training centers. If you would like, I
can expand on this idea with a suggested agenda, etc.
