Security Management
INTERPASS conducts risk surveys which determine the nature of threats
which a client may face. We then recommend a security program to
counter the threat. This program may include personnel and/or security
equipment.
INTERPASS has a staff of highly-trained- security consultants who design
technical security systems for a variety of facilities. We coordinate our
activities with architects and contractors. INTERPASS Obtains bids from
security subcontractors and advises clients on the evaluation and selection
of these bids.
INTERPASS principals and associates have high-level management and
administrative experience which has been utilized to advise clients on the
appropriate location and structure of a security component within an
organization. INTERPASS regularly evaluates security organizations and
systems for corporate clients and private individuals.

KURT W KAPPMEYER, CPP
Kurt Kappmeyer has 12 years of experience in
the private security field involving executive
protection, investigations and the assessment
of technical security systems. He recently
joined the distinguished group of security
professionals who have been awarded status as
Certified Protection Professionals by the
American Society of Industrial Security. He
was a member of the select security detail
formed in 1975 to protect former Vice
President Nelson A. Rockefeller. Mr.
Kappmeyer has been associated with Interpass
for the past three years in a variety of assignments involving
investigations and the coordination, direction and planning of security
operations for executives of major corporations and well-known private
individuals. He holds a B.S. degree in education from Missouri Western
State University and an Associate Degree in Criminal Justice. He taught
at the high school level in Illinois for several years before entering the
private security field.

LARRY B. SHEAFE
After a distinguished twenty two year career
in federal law enforcement, Larry B. Sheafe
has joined Interpass Ltd. as Managing
Director of the newly-opened Washington
office. Mr. Sheafe was the Deputy Director of
the United States Secret Service until he
became the Director of the Office of Security
in the U.S. Treasury Department in March
1987. He was the Assistant Director in charge
of Investigations and the Assistant Director
for Administration in the Secret Service during the period of 1982
through 1985. He held a number of other management and supervisory
positions during his Secret Service career including Deputy Special
Agent in charge of the Presidential Protective Division and Special Agent
in Charge of the Los Angeles Field Office.
Mr. Sheafe received a B.A. from Sacramento State College and earned
a Master's degree in Public Administration from George Mason
University. He is a member of the International Association of Chiefs of
Police, the American Society for Industrial Security and the American
Society for Public Administration. He received numerous awards,
including the Presidential Rank Award and the Meritorious Service
Award of the Department of the Treasury. He brings to Interpass a
broad array of management and administrative experience in
investigations, protection and security.

GEORGE H. BOHLINGER III
George Bohlinger has held a wide variety of
senior level executive positions in the law
enforcement field during his twenty-five year
career. He was the Deputy Associate Attorney
General in the U.S. Department of Justice in
1983 and 1984. Prior to that he was the
Executive Director of the State and Local Law
Enforcement Training program sponsored by
the U.S. Departments of Justice and Treasury.
He was the Deputy Assistant Administrator,
Assistant Administrator and Acting
Administrator of the Law Enforcement
Assistance Administration during the period
of 1976 to 1982. While serving as the Acting
Administrator of LEAA during that Agency's last year of operation, he
was responsible for the design and implementation of the phaseout
program of the organization involving accountability for $1 billion in
federal funds and the placement of 100 employees in new positions. As
Deputy Associate Attorney General, he was responsible for the
development and oversight of the Organized Crime Drug Enforcement
Task Forces established in 1983.
Mr. Bohlinger was the Superintendent of the Massachusetts
Correctional Institution, Norfolk, Massachusetts during 1972 and 1973.
He was the Director of the 13th Naval District Correctional Center,
Seattle, Washington as a Navy Lieutenant from 1967 to 1969. He was
the Director, Courts and Corrections Divisions, National Institute of Law
Enforcement and Criminal Justice during 1974 and 1975.
Most recently, he worked closely with David and Laurance Rockefeller
as the Director of the Pocantico Planning Project for the National Trust
for Historic Preservation from 1984 through 1986.
He holds a B.A. from Dartmouth College, an M.S. in Correctional
Administration from American University and completed the Advanced
Management Program at the Harvard University, Graduate School of
Business Administration.

DENNIS M. DWYER
Cross College
Dennis M. Dwyer served as a Special Agent of the United
States Secret Service from 1966 to 1977, during which
time he conducted and supervised numerous criminal
investigations. He has had numerous protective
assignments which included supervisory and
management roles with U.S. Presidents, Vice-Presidents,
Foreign Heads of State and various other dignitaries.
Through his extensive assignments around the world, Mr.
Dwyer maintains valuable contacts with Foreign
Intelligence and Security Officials. A graduate of Holy
with an A.B. degree in Political Science, he is a frequent lecturer
on law enforcement and security. The recipient of the prestigious U.S. Secret
Service "Medal of Valor" in 1973, Mr. Dwyer was asked in 1977, while Assistant
Special Agent in Charge of The Vice-Presidential Protective Division, by
Vice-President Nelson A. Rockefeller to organize and supervise a small, elite,
private security detail to protect him and his family. Since that time, Mr. Dwyer
has been involved in the management of every aspect of private
security ?bringing over twenty years of law enforcement and security
experience to INTERPASS.
ROBERT E. POWIS
Robert E. Powis joined INTERPASS in 1984 after an
outstanding thirty-year federal law Enforcement career.
He was the Deputy Assistant Secretary of the Treasury
for Enforcement from 1981 to 1984. In this capacity he
had oversight of the law enforcement activities of the
U.S. Customs Service, The Bureau of Alcohol, Tobacco
and Firearms, and the U.S. Secret Service. He
administered the Bank Secrecy Act for Treasury;
developed and co-chaired the State/Local Law
Enforcement Training Program at Glynco, GA; and
testified before Congressional committees on budgetary, organizational
management and criminal enforcement legislative issues.
Mr. Powis had a distinguished twenty-seven-year career with the United States
Secret Service. He rose through the ranks to become the Assistant Director,
Protective Operations and later the Assistant Director, Investigations. He
developed many innovative training and operational programs designed to
counter terrorist activities and to improve personnel motivation, morale and
efficiency within the Secret Service.
Mr. Powis is an attorney, admitted to practice in New York State. He received a
B.S. from Fordham University, an LL.B from St. John's University and is a
graduate of the Federal Executive Institute for Senior Executives.
