OS REGISTRY
Listed below are some topics I would like placed on the agenda
of the next OSPG meeting:
1. Overseas co-location policy -- formation of a
subcommittee to establish policy and procedures.
2. Establishment of a standing executive committee of the
OSPG to formulate joint security budgets -- it was
stated that this would be an OSPG function in DS
testimony to Congress in 1986.
3. PAC and perimeter security projects -- does funding
come exclusively from FBO or from FBO and DS?
4. What can be done to lessen the impact of the projected
shortfall in local guard and residential security
program funds in FY 1989 -- what alternative funding
sources are available to provide security to overseas
personnel in these critical areas?
5. Re-evaluation of DS physical security standards in
light of the new budget realities -- should the
standards be tailored to the threat?
6. Negotiations between the Department and CIA on the
physical security oversight organization -- where do
they stand?
I believe that recent events in the budget arena call for a
serious look at the way we as a security community are doing
business. Every penny of our limited security funds must
provide a measurable increase in security to our overseas

be based on a realistic assessment of the resources that will
be available to implement them. The OSPG should take the lead
in planning for an era of leaner security budgets.
