PERSEREC appreciates the opportunity to review the Statement
of Work and to participate in the conduct of the DCID 1/14
scoping study. Our feeling is that this is an extremely
important effort and we would certainly like to contribute to its
success.
If we are to be tasked to assist with the study, we should_;;'
initiate our involvement at the current planning stage. In fact.
Ralph Carney of our staff has already conducted some preliminary
planning for the OSD portion of the study in conjunction with
Pete Nelson. We would be happy to make Dr. Carney available to
work with the Task Force of the Personnel Security Working Group
(PSWG). Ralph would be prepared to participate in Task Force
meetings, assist in generating an appropriate study design, and
other planning for the study.
PERSEREC is prepared to provide overall support to the Task
Force including design, monitoring and evaluation of the study
and providing a written report of the findings. If required, we
have available contract mechanisms through which we can obtain
expert assistance in all phases of the study as deemed
appropriate by the Task Force.
We have reviewed the SOW and feel that in general terms it
covers the intent of the study. The greater details such as the
time frame for the study and the size of the sample should await
further discussions by the Task Force.
Once again, we stand ready to assist. I hope to see you in
mid-September when I am in Washington. In the meantime, please
do not hesitate to call.
